Est Ensemble automates tender analysis using GenAI, cutting processing time and ensuring fairer, faster decisions for public procurement.
Est Ensemble, a public authority near Paris, has adopted GenAI to overhaul how it processes public tenders. Partnering with digital services firm Inetum, the organization deployed a GenAI solution based on Azure OpenAI. The tool simplifies bid evaluations, automates eligibility checks, and speeds up tender processing without sacrificing fairness or human oversight.
The AI tool verifies that applicants meet eligibility criteria and have submitted valid documents like certifications and insurance. It then evaluates responses against technical specifications and assigns scores on a 1–10 scale. This replaces repetitive administrative work with fast, consistent, and impartial assessments. Staff now spend 30% less time on each file, with increased accuracy and objectivity.
A recent upgrade allows the system to compare bids against each other and highlight key differences across proposals. Future updates will include a natural language chatbot for interactive queries, allowing agents to explore application details beyond the preset evaluation criteria. This empowers decision-makers to focus on complex judgments while automating routine steps.
Est Ensemble stresses that the system supports, rather than replaces, staff. Human teams remain involved to correct AI misjudgments and ensure legal compliance. As AI matures, the tool could scale to serve other municipalities, setting a model for smarter, more equitable public procurement across France.
